On December 15, Ontario's new Tech Draw took place. A total of 668 candidates from Express Entry were allowed to apply for a provincial nominee program.

Targeted Notices of Interest (NOIs) were provided by the Ontario Immigrant Nominee Program (OINP) to applicants who could apply for the Human Capital Priorities (HCP) stream of Express Entry. In the federal Express Entry scheme, these applicants must have profiles.

NOIs were obtained from the Tech Draw by the 668 primary applicants. A Comprehensive Ranking System (CRS) score between 460 and 468 was required for Skilled Migration applicants in order to be invited. Candidates did not need to have an offer of employment lined up, but at least a year's professional experience in one of the following technical professions:

Computer and information systems managers
Computer engineers
Database analysts and data administrators
Software engineers and designers
Computer programmer and interactive media developers
Web designers and developers

People that have obtained the NOI from Ontario will have 45 calendar days to file their provincial nomination application.

If the Ontario nominee is earned, they will immediately earn an additional 600 CRS points for their overall CRS ranking. These extra points effectively guarantee that in the following Express Entry draw, they will obtain an Invitation to Apply (ITA) for permanent residence. This is valid for those selected in Canada under any of the Provincial Candidate Systems (PNPs).

Year’s fifth tech draw, held by Ontario issued about 1,288 Nomination to apply (NOI) for the express entry candidates.

Ontario has provided 9,082 invitations in its Human Resource Priorities network, French-Speaking Skilled Worker stream, and Skilled Trades stream so far in 2020.

Creating a profile in Canada's Express Entry system is the first step to being eligible for an invitation via the OINP Tech draw.

For three federal economic-level immigration systems, Express Entry is an application management system: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class. Candidates from the Federal Skilled Worker Program and the Canadian Expertise Class are recognized by Ontario's Human Capital Priority Stream.

Based on their education, job experience, age, and language proficiency in English or French, Express Entry applicants are rated according to the Detailed Ranking System (CRS).

The OINP Tech Draws are drawn from the candidate Express Entry pool, inviting qualifying tech employees to apply from Ontario for a provincial nomination.

It is not the same as applying for Canadian immigration to apply for a provincial nomination. If invited candidates receive the provincial nomination successfully from Ontario, they may then use it from the federal government to apply for permanent residence.

These new permanent residents will be able to settle into their technology careers in Ontario once they are accepted by the federal government. This is also another alternate service for candidates who applied for Canada immigration but were unable to make it through the Express Entry scheme to Canada. Through such alternative services, three-in-four new permanent residents are accepted.
